Most red states cooperate with ICE by detaining illegals who have been arrested for non-immigration offenses (in some cases even before being charged) and transfer custody to the feds. This increases the immigration arrests in those states, considerably.
There also doesn't seem to be anywhere near the organized fraud (with the state conspiring with illegals) in red states.
Regardless, unless they invoke the Insurrection Act, send in the army, and frog-march everyone involved into prison (including those in the MN state gov't), this ain't gonna work.

I also suspect that this is for census reasons. Minnesota barely like less than 100 keep all their seats. If thousands are deported then MN could lose a seat in the house. This goes for left wing states at large. Which is stupid by republicans thinking we can vote our way out of this.
